Our team of inspectors are made up of professional engineers, registered architects, and other highly trained individuals. We often collaborate with the DOB on code revisions, giving us even deeper insight into the code.

Our background in construction enables us to clearly convey to the contractors why an inspection failed and what deficiencies were noted. We offer guidance and resources to understand what is needed to resolve the deficiencies so that the re-inspection can pass and work can proceed.

Efficient construction requires collaboration and open communication with contractors, architects, engineers, the NY Department of Buildings, the code consultants, and the clients. We share necessary details with each party so they are apprised of progress and engage us on a timely basis.

Ahmed Saber, CCM

Ahmed is a leader in Special Inspections and Material Testing with 13 years’ experience working on multibillion-dollar construction, infrastructure, superfund and environmental projects for government and private-sector clients.
He has extensive knowledge in Special Inspections and Construction Management, in addition to Forensic Investigations of completed construction projects with open DOB items and extensive consulting with The New York City Department of Buildings as it relates to critical structural and life safety issues.
His experience is diversified between managing multiple areas including Disaster Relief Emergency Projects, masonry and roof replacements, boiler/chimney replacements and a variety of other construction/demolition projects utilizing his strong credentials and a proven history of on-time, on-budget and high-quality project completions.
Mr. Saber directed growth of existing client relationships, expanding contracts and new services that can be offered. He created a culture of personal development that ensures a highly effective and multi‐skilled workforce. Exuded extensive problem-solving capabilities/solutions for clients and employees.
Clients with whom Mr. Saber has worked include the PANYNJ, NYCHA, Mayor’s Office of Housing Recovery, NYDDC, NYCEDC, NYCDEP, Philadelphia Water Department, Newark AirTran, MTA, and others.
Managing Director, Field Supervisor

Hatim Elsaid, PE

Hatim has over 20 years of experience in design, managing projects, field engineering and inspections. His expertise includes supervision of field inspection teams, overseeing construction, underpinning, foundations, reinforced concrete, structural steel as well as verification of materials, approval of contractor payments, review and approval of daily inspection reports, RFI’s, change orders, participation in construction progress meetings and coordination. He is familiar with NYC Building Codes and requirements. Hatim is also proficient in CAD and multiple design software

Brendan McCarty

Mr. McCarty is a construction and real estate professional with over 24 years of experience focusing on project management, establishing architectural and engineering design standards and development of property management policies and procedures. Mr. McCarty joined UBSL in 2016. Prior to joining UBSL, Mr. McCarty worked in project management at an environmental consulting firm, at Turner Construction company, and as a Vice President of Construction & Sustainability for a major New York City owner / developer.

Brendan currently oversees UBSL business operations, client interaction, and general policy and procedures. He also oversees UBSL’s business development and leads the efforts to improve UBSL’s operational efficiency.
